The role of the Quality Management System of the S.E. “Registru”

The Quality Management System (QMS) is an important element for building up an efficient leading system and for applying it to the quality of the State Enterprise “Registru” products. Moreover, the QMS is a set of prescriptions: what should be done for a system to function more precisely, as to receive an efficient activity.

ISO 9000 series were elaborated at our enterprise on the basis of the international standards for the assurance of the production quality and a set of enterprise standards, in which one describes the most important procedures of the QMS, are permanently updated. The elaboration and implementation of the enterprise’s standards is the longest stage of QMS creation – with the highest volume of activity. These company standards are meant for the improvement of the quality of the products and of the enterprise activity as well.

In accordance with the international standards ISO 9000 series, the essential documents of the QMS are:

a. the policy in the field of quality;

• the quality manual;

b. Six procedures obligatory documented:

• the documents control;

• the registration control;

• the discrepancy control;

• the enterprise of the preventive acts;

• the undertaking of the corrective acts;

• the unfolding of the internal examination;

c. the instructions;

d. the subsidiaries’ rules;

• duty regulations.

In addition to the obligatory documents of the enterprise, the following necessary processes were elaborated and implemented:

• The complex system of the quality management. The organization of the purchased incoming materials and articles control. The nomenclature of the purchased materials and articles that are subject to the incoming control;

• Acquisitions, the evaluation of the suppliers;

• QMS. The activity manner of the working group over the quality of the manufactured products.

• QMC. The detection and the evidence of the discrepant product;

• The control over the respect of the technological discipline in the field of production;

• The quality management system. The control of the measurement equipment;

• QMS. The denunciation examination manner.

The implementation of the QMS at the enterprise is a long and complicated process.

A plan is set up for the creation and implementation of the QMS. The plan includes:

• the description of the implementation stages;

• the list of the persons responsible for the implementation of the QMS at the enterprise;

• the implementation resources;

• the implementation evaluation procedure.

The implemented QMS must be certified. An application is handed in for the certification of the SMC. After that, external audit of the QMS is carried out at the enterprise, that determines the QMS conformance with the ISO 9000:2000 requirements and, at the end, the conformance certificate is released.

Internal audits of the QMS must be carried out at the enterprise for the efficiency and the maintenance of the QMS. This assures a continuous improvement of the quality of the carried out products and services. The obtaining of the ISO 9000 series certificate allows the enterprise to rich a high level; it is a warrant of the quality and efficiency. The certificate QMS increases the probability to acquire different international tenders with the afterwards contracts’ assignment.

The QMS is successfully implemented and certified at our enterprise (the certificate of conformance with the standards of the ISO 9000 series nr. 1510064288), at the Center of Information Systems implementation and elaboration. This certificate was released by the German certification organism TUV Cert (18.12.2006). The center of information systems implementation and elaboration of the State Enterprise “Registru” is included in the TUV Cert (www.iso.md); this fact creates objective premises for the establishment of the mutual favorable relations with the foreign clients.

The implementation of the standard ISO 9000 series contributes to the creation of an efficient client-oriented management system that gives the possibility to reach to the customer’s expectations and surpass them, since this leads to a stable economic growth of the enterprise as well.

Today dozens of enterprises from the Republic of Moldova have implemented and certified the Quality Management System on the basis of ISO 9000 series. In Europe there are – thousands of dozens, and their number constantly grows year after year. The important fact is that the ISO standards were built up on a general basis – that is why they may be equally used by any organization, with different domains of activity, by the small companies and by the highly developed international companies.
