Starting from September 13, 2005, the Ministry of Information Development started the realization of the Decision of the Government of the Republic of Moldova № 959 from September 9, 2005 “On measures on the confirmation of citizenship of the Republic of Moldova and documentation of population of regions from the left bank of Dniester (Transnistria). The population of the Eastern regions of the Republic of Moldova, including Bendery metropolitan region, amounts to 555,5 thousand people, 429,1 thousand of which are above 16. Before the launching of the campaign, which has been approved by the above mentioned Decision, 153 thousand of people have been the holders of identity documents of the National passport system, which constitutes 35,6% in relation to the total number of population above 16. Thus, out of 429,1 thousand of people at a point of September 13, 2005, the total of 276,1 thousand or 64,3%, have not held the new type of identity documents. At a point of January 1, 2006, the total of 44,8% of the residents of the region above 16, have been the holders of identifying documents of the National passport system. 189 thousand of these are the citizens of the Republic of Moldova. 3176 are foreign citizens and stateless persons.
