The Report regarding the activity results of the State Information Resources Centre „Registru” during the first semester of 2010 has been presented on August 3, 2010 within the press-conference, which took place at the Ministry of Information Technologies and Communication.

The Report reflected general information regarding the activity of the SIRC „Registru”, respecting the principle of public institutions transparency.

Identity cards

According to the data presented at the press-conference, 136 150 identity cards have been issued during the first semester of 2010, 11,72% more, compared to the similar period of 2009.

Currently, certain categories of citizens benefit from facilities upon identity cards issuance. During the first semester of 2010, 1644 citizens benefited from these facilities.

At the same time, pursuant to the Decision of the Republic of Moldova Government No. 959 dated 09.09.2005, free of charge identity cards have been issued to residents of Transnistrian region. Therefore, 1341 free of charge documents have been issued during 6 months of 2010.

Pursuant to the Decision of the Republic of Moldova Government No.844 dated 18.12.2010, starting January 1, 2010, citizens of the Republic of Moldova, who reached the age of 16, are issued free of charge identity cards during the first documentation. Thus, during 6 months of the present year, 16203 documents have been issued.

Passports

271 506 non-biometric passports and 634 biometric passports have been issued during the first semester of 2010. Pursuant to the Decision of the Republic of Moldova Government No. 317 dated 28.04.2010 regarding the Action Plan approval to ensure the biometric passport issuance, the number of territorial documentation offices, which receive applications for biometric passport issuance, has been expanded: territorial offices from Cahul, Edinet, Briceni, Comrat and Soroca. By the end of the year, this project will be launched in all territorial offices, providing the offices with necessary equipment.

Currently, the cost of the biometric passport is being calculated, based on the materials, which will be used for this document production and the manufacturing volume. In October 2010, the testing process will be launched and the final cost for the biometric passport will be established.

The new service „Changing the passport of the Republic of Moldova citizen through postal offices” has been recently introduced for the convenience of citizens. According to this service, the identity cards and passports, issued within the documentation offices of the SIRC „Registru”, are delivered to the holder’s residence address via postal offices of the SE “Posta Moldovei”.

Driving licenses

According to the data from the State Information System “State Register of Drivers” 13339 driving licenses of the 1995 type and 26887 driving licenses of the 2008 type have been issued during the first semester of 2010.

By the end of 2010, the whole organisational process of examination for driving license obtaining will be automated in order to minimize the examiner’s contact with the driving license applicant.

Vehicles registration plates

24935 vehicles registration numbers have been issued during the first semester of 2010.

In order to simplify the procedure of registration plates issuance and increase their security degree, the Ministry of Information Technologies and Communication initiated the modification of the Decision of the Republic of Moldova Government No.1229 dated 13.11.2001 regarding certain issues regulation upon evidence and documentation of vehicles and drivers. This modification will contribute to the optimization of the registration plates cost and will exclude their illegal manufacturing.

At the end of the press-conference, the activity directions of the State Information Resources Centre „Registru” for the second semester of 2010 have been presented.
