After publication of the news dated July 13, 2010 entitled “Simplification of applications processing regarding small border traffic permit”, several questions regarding the procedure of verifying documents presented by the applicant for the small border traffic permit issuance appeared. This procedure is performed in accordance with provisions stipulated in Art. 4 of the Agreement between the Government of the Republic of Moldova and the Government of Romania regarding state border crossing points between the Republic of Moldova and Romania, signed on November 13, 2009.
In order to obtain a small border traffic permit, the applicant takes knowledge of the Application and of the phrase “I agree with the submitted data processing”. Afterwards, the applicant completes personally the Application within the consular office of Romania and signs it thereby confirming his consent to the submitted data processing.
Verification of personal data accuracy and presented documents validity takes place on-line by sending the data to the State Enterprise “State Information Resources Centre „Registru” and not by “accessing these data”. As a result of verification, the information obtained is confirmed (“yes”) or denied (“no”), without displaying the personal data.
Implementation of “single window” principle is a facility for citizens, since it helps avoid queuing, additional documents presentation, time and money loses.
This technological project is a know-how of the State Enterprise “SIRC “Registru”, which simplifies the services rendered to citizens.
The above mentioned procedure has been elaborated and accepted by the authorities of the intergovernmental Agreement signed between the Republic of Moldova and Romania regarding small border traffic permit and National Centre for Personal Data Protection of the Republic of Moldova in accordance with legislation in force.
Modification of the existent process of data validity verification, unbearable queues and sophisticates procedures will be created.
