The Minister of Information Technologies and Communication held a working meeting with the administrators of territorial subdivisions of Population Documentation Directorate

The working meeting has been organized with the aim to discuss the productivity of the activity of Population Documentation Directorate (PDD) of the State Enterprise “SIRC “Registru” and necessary measures to be taken for the situation improvement. Mr. Vladimir Molojen, General Director of SE “SIRC “Registru” and other administrators of the enterprise territorial subdivisions participated in the meeting.

Detailed information concerning PDD activity has been presented during the meeting and the tasks set for the second semester of 2010. Due to the activity of the Directorate subdivisions together with the SE “SIRC “Registru” structures, on April 1, 2010, the State Register of Population contained information about 3.868.798 people, that is 95 % from the Republic of Moldova population.

The Minister pointed out the high potential of PDD employees and the important number of rendered services, emphasizing the necessity of improving the level and quality of public service during the process of documentation with identity cards, excluding bureaucracy and cases of documents production delay. „Unfortunately, the data show that some employees commit abuses. It is important to realize that relationships with citizens must be based on politeness, correct behavior, tolerance towards the applicant and mutual respect”, the Minister underlined.

Speaking about the tasks and prospects for the second semester of 2010, the Minister mentioned the necessity of enlarging spectre of electronic services and development of services rendered through the State Enterprise „Posta Moldovei”. Thus, electronic services, being part of electronic Government, must be widely used to facilitate the citizens’ access to services rendered by PDD. It is important to enlarge the spectre of rendered services and information about their obtaining. At the same time, the development of service of receiving applications from citizens through the State Enterprise „Posta Moldovei” is today a necessity for citizens. Therefore, the establishment of a permanent cooperation between these two enterprises is essential.

The Minister paid special attention to the documentation of citizens from the left bank of Dniester, mentioning that the country reintegration is a primary objective of the Government.

The issue regarding free of charge documentation with identity cards at the age of 16 has also been discussed. According to statistical data, nearly 10.070 young people have been issued free of charge documents till present. As a result, it was required a more active information of population about this service rendering.

The last evolutions within the process of implementing biometric passports, a condition for visa regime liberalization between the Republic of Moldova and European Union, have also been discussed. „Starting with January 1, 2011, only biometric passports will be issued. Therefore, all territorial offices and consular offices must be supplied with the necessary equipment” Mr. Alexandru Oleinic added.

The Minister also approached the issue concerning reducing costs for the services rendered and remarked that this issue will be discussed directly with the enterprise administration.

At the end of the meeting, Mr. Alexandru Oleinic wished good luck to the PDD employees and informed that very soon he will visit the territorial offices of population documentation to elucidate and solve the issues directly in the area.
