Transformation of governing methods through information technologies aimed at ensuring transparency and efficiency of related processes is one of the priorities promoted by the Government of the Republic of Moldova.
Therefore, Mr. Eugeniu Ursu, Director of the Department of information systems of the SE „SIRC „Registru”, held a meeting with representatives of the World Bank to determine concrete projects, which will stimulate development of public electronic services and creation of single access points (single windows).
In 2007, a similar project named „Czech Point” has been launched in the Czech Republic, which foresaw the creation of single access points to e-Government services aimed at elimination of administrative barriers. At the moment, there are nearly 3700 centers in this country, which render a large spectre of services from various state registers. The Republic of Moldova authorities in cooperation with World Bank discussed the possibility of launching a similar project in our country.
The role of SE „SIRC „Registru” in this process is considerable, while the enterprise is the holder of basic state registers, ensures integration of data and holds a complex network of territorial offices. The guests were presented the large spectre of services rendered by SE „SIRC „Registru”. At present, services may be applied for via telephone, Internet and payment terminals. The most requested electronic service is the application for the second passport of the Republic of Moldova citizen. This service will soon be available within territorial offices of the SE „Posta Moldovei”, which may become potential single access points.
In order to determine concrete tasks, a working group will be created by the representatives of different structures, such as SE „SIRC „Registru”, Civil Status Service, Ministry of Internal Affairs and other state structures in order to extend the spectre of certificates, extracts, duplicates and documents, which will be rendered via single access points.
Elaboration of the concept of „Moldova Point” project, determination of locations in order to develop the draft project and the financial estimation must be accomplished until September 2010, when the World Bank will approve the budget for this project.
