Strengthening of cooperation between the SE “SIRC “Registru” and OSCE/ODIHR

On February 10, 2010, the specialists of the SE “SIRC “Registru”, headed by Mr. Vasile Ciornii, Deputy General Director, and representatives of the OSCE Office for Democratic Institutions and Human Rights, continued discussions on elaboration and implementation of the Automated Information System “Elections” in the Republic of Moldova.

Mr. Zoran Dokovic, Adviser on migration issues (OSCE/ODIHR), noted that implementation of such system will involve all stakeholders of the electoral process, because all stages of the process may be realized and implemented only by applying common efforts. Speaking about the activities of the SE “SIRC “Registru”, Mr. Dokovic highly appreciated the quality and level of development of the main state registers, as well as their integration. Providing complete and authentic information is the significant condition for creation of the Register of Electors, thus, the SE “SIRC “Registru” plays an important role being a holder of the State Register of Population.

The parties agreed upon signing the Protocol of Intentions for 2010 in order to strengthen cooperation between them. The document stipulates the scope of joint activities, items of feasibility study that require to be realized, as well as a number of proposals on cooperation with the local authorities for achieving the early stages of the AIS “Elections” implementation.

It should be mentioned that the Evaluation and Monitoring Reports of the OSCE Office for Democratic Institutions and Human Rights were highly appreciated by international investors, interested in financing different projects.
