Mr. Alexandru Oleinic, the Minister of Information Technologies and Communication held a meeting with Mr. Victor Catana, The Minister of Internal Affairs, Mr. Gheorghe Mihai, Director of Information Security Service, Mr. Viorel Chetraru, Director of the Centre for Combating Economic Crimes and Corruption, and Mr. Ion Plesca, Chairman of Parliament Committee on Legal Affairs, Appointments and Immunities.

The meeting was aimed at determining the process of interaction of the Ministry of Information Technologies and Communication of the Republic of Moldova and State Enterprise “SIRC ”Registru” with legal authorities in order to accomplish basic priorities of the Republic of Moldova Government Programme “European Integration: Freedom, Democracy, Welfare 2009-2013”.

The interdepartmental mechanism of information interaction, cooperation peculiarities with legal authorities and a series of common prospect projects for every structure apart were presented during the meeting. The issue on ensuring access to state information resources was one of the approached subjects. At the same time, the statistics of users connected to the Information Retrieval System (IRS) „Acces” and statistics of inquiries to the Central Database via IRS „Acces” have been presented. Only in 2009, the Ministry of Internal Affairs made over 300 000 inquiries, while Border Guard Service – over 5 million.

Presentation also focused on creation of Integrated Information System of legal authorities that will ensure the integration of distributed information resources (databases), created by the legal authorities and other state structures on different levels (republican, district and local).

At the end of the meeting, Mr. Vladimir Molojen, General Director of SE „SIRC „Registru”, mentioned that the presented proposals reflect main directions on the elaboration of separate departmental concepts. Therefore, it is necessary to determine the primary principles of different objects organisation, which are subjected to evidence within information systems of legal authorities. It is necessary to gradually implement the system ending the informatization process of certain structures and preparing the corresponding infrastructure.

The parties decided to create an interdepartmental working group on the accomplishment of corresponding concept and information projects. The guests expressed gratitude for the information presented. At his turn, Mr. Catana suggested to hold future working meetings in groups, because many issues can be solved only via common efforts.
