The November 26-27 “Connect CIS” Summit is a part of the “Connect the World” ITU initiative and is aimed at stimulation of public-private partnership.
The “Connect CIS” Summit brought together about 350 participants, including heads of a number of CIS countries, International Telecommunication Union, UN Economic Commission for Europe, World Bank, European Bank for Reconstruction and Development, European Investment Bank, as well as ministers and heads of 62 companies and organizations from 27 countries.
The summit was structured into 6 sections: “Creation of future through broadband”, “Fostering favorable environment”, “Strengthening government services by means of ICT”, “Strengthening society”, “Strengthening confidence and security using ICT” and “Transition from analog to digital TV”, as well as one opening and concluding plenary session. The sections fully determined the wide range of factors for information society building.
Vladimir Molojen, the General Director of the SE “SIRC “Registru”, represented the “Fostering favorable environment” section. This section examined the CIS telecommunications regulatory framework and measures for its harmonization and investments mobilization. Also it determined measures for fostering favorable environment to expand telecommunication networks throughout the region. This section also answers a number of questions: how people, responsible for policy elaboration, can advance digital technologies and how the sector manages this transition. There were approached permanent challenges, which arise during the transition to digital networks and converge technologies, and key policies that CIS governments will examine in simplification of regimes and measures of licensing and stimulation of competition.
At the concluded plenary session the Summit participants passed “Towards a digital future” Declaration. In declaration high-ranking officials overscored their collective commitment to open and developed society for people may fully use their potential and enhance life quality.
