On September 19, 1995 the Certificate confirming the foundation of the State Enterprise “Registru” was signed. This date turned out to be the date of creation of the enterprise, which was meant to play an important role in the development of the National Passport System, the State Register of Population and in the process of country informatization in general. Since the moment of its creation, the SE “Registru” became the center of application-oriented research activities in the field of information society building. The company had an important task – to implement information technologies in all the technological processes related to person’s identification, to set the production of new documents within the recently formed independent state and lay down the foundation of the State register of population. The difficulty of this process lies in the fact that none of young states was interested in perfecting a new type of documents, none of the CIS countries has developed a State Population Register.
MIA (Ministry of Internal Affairs) administration of those times took a very important decision: realization of this project through attracting young and talented specialists. Even though the specialists didn’t have much experience, however, their knowledge and enthusiasm was enough to get started with the main project of the state.
Even then, in the beginning of the working process, it was obvious that documentation represents only a part of the great task, which needed to be solved and today it is successfully being accomplished. Therefore, documentation represents the basis for many registers. The maintenance of the State Registers: of Population, Legal Entities, Transport Means and Drivers is a responsibility undertaken by the SE "Registru". It is a great and complicated work, since all the registers are integrated. However, namely this special feature allows utilizing these registers so easily. This peculiarity is a distinctive feature – ease of use of these registers - which is highly appreciated by the user.
In 1995 the Center of Evidence and Documentation of Population “Registru” was a subdivision of the Department of Evidence and Documentation of Population under the Ministry of Internal Affairs of the Republic of Moldova. In 2001, “Registru” was a subdivision of the Department of Information Technologies of the Republic of Moldova. In 2005, “Registru” became a subdivision of the Ministry of Information Technologies of the Republic of Moldova. Starting from May 2008, the State Enterprise “Registru” gained the status of Center for State Information Resources “Registru” under the Ministry of Information Development. In September 2009 the Ministry of Information Development changed its name in the Ministry of Information Technologies and Communication of the Republic of Moldova. , and since January 2011 – Ministry of Information Technology and Communication.
The main purpose of creating the enterprise under the new status consisted in the necessity to clearly structure “Registru” activity in order to solve the most important task of the state –informatization of the country and building of the information society within the frame of the realization of the National Strategy “Electronic Moldova”.
Therefore, CSIR “Registru” became the holder of the basic state resources, State Registers of Transport Means and Drivers, as well as the State Register of Information Resources and Systems. Beside, the enterprise is the developer of the automated information systems of state significance and has the exclusive right to design and manufacture identification and registration documents, as well as to carry out direct orders for manufacturing booklets and blanks of strict registration.
Nowadays the CSIR “Registru” has a powerful territorial offices network throughout the territory of the Republic of Moldova. 97 offices offer all the necessary conditions for the documentation of persons, registration of transport means and drivers qualification. The information collected, while offering services at the territorial offices of population documentation, registration of transport means and driver qualification is used to compile the State Registers, records of which are stored and updated in a centralized manner.
