Automated Information System “State Register of Circulation of Ethyl Alcohol and Alcoholic Products”

Monitoring of circulation of material resources is an important factor of state economic development, increase of export flows, and it also represents a mean of increasing budget revenues and serves as a guarantee of social stability, and possession of reliable information on economic processes, in turn, contributes to correct decision making by public authority bodies.

In the Republic of Moldova, the State Register of Circulation of Ethyl Alcohol and Alcoholic Products has been created in order to form a mechanism for evidence and control of production and circulation of ethyl alcohol and alcoholic products, including quality control of using material and manufactured products, as fell as for combating counterfeiting of products and, as a result, in order to increase revenue through circulation of alcoholic products.

State Register of Circulation of Ethyl Alcohol and Alcoholic Products is a systematic set of data on produced and imported ethyl alcohol and alcoholic products, on economic agents, having import, production, storage and trade licenses, on produced and used excise and state stamps, on documents, accompanying production and circulation of ethyl alcohol and alcoholic products.  Formation of information resource on ethyl alcohol and alcoholic products is carried out through operation of “The State register of circulation of ethyl alcohol and alcoholic products” (AIS “SRAP”).

AIS “SRAP” is aimed at ensuring formation of an information resource on circulation of ethyl alcohol and alcoholic products, and providing with information the country’s administration, public authorities bodies, and physical and legal persons in order, established by the system regulation and legislation in force.

AIS “SRAP” ensures execution of both basic functions of type information system and specific functions, defined by the purpose of the system, which are grouped in specialized functional units. Each functional unit represents a set of functions performed by separate automated subsystems of the AIS “SRAP” integrated with each other:

• component of information interaction of all system elements within formation, processing and storage of information on circulation of ethyl alcohol and alcoholic products (“Administration and monitoring of users’ actions”) is an integrated system of control and monitoring of information resources formation and usage in circulation of ethyl alcohol and alcoholic products;
• component of evidence of economic agents, that received licenses on ethyl alcohol and alcoholic products circulation activities(“System objects”);
• component of evidence and control of production of ethyl alcohol and alcoholic products ( “Production”), which includes the basic functions of data evidence on production of ethyl alcohol and alcoholic products, including products, spilled into consumer package;
• component of volume evidence of ethyl alcohol and alcoholic products during wholesale and storage (“Wholesale and storage”);
• component of evidence of data on number of imported / reimported ethyl alcohol and alcoholic products (“Import”);
• component of evidence of data on the number of exported / reexported ethyl alcohol and alcoholic products (“Export”);
• component of evidence of produced, issued and used state marks – excise and state trademarks;
• unit of functions of evidence and control of prompt verification of producers of ethyl alcohol and alcoholic products, wholesale supplier and retail trade (“Control”).

The main objects of the system include: producer of alcohol products, Center of Evidence of Alcohol Products Circulation, National Center for Alcoholic Products Quality Testing, State Tax Inspectorate and Customs Service.

Within functioning of the AIS “SRAP”, each unit of alcoholic products, produced and imported in the Republic of Moldova is labeled with excise stamp, as well products, intended for export are labeled with state trade mark in order to identify finished products.

“Excise stamp”is an impression on a special paper of a definite size with special signs, distinctive characters and machine-readable area with bar code (contains information on its unique ID number) issued by the State, possessing excise, control and evidence functions, placed according to the legislation on all types of packaging of alcohol products used on the Republic of Moldova domestic market.

“State trademark” is an impression on a special paper of a definite size with special signs, distinctive characters and machine-readable area with bar code (contains information on its unique ID number) issued by the state, possessing control and evidence functions, placed according to the legislation on all types of high-quality bottled alcohol products, intended for export. The implementation of State trademark is aimed at guaranteed protection of export flows from counterfeit alcohol production and formation of the state subregistry of export alcoholic products.

At all stages of alcoholic products circulation on the importing countries territory all authorized check services and customers, which do not possess specialized reading devices, can access information through a unique identifier on the Internet-site (in the Republic of Moldova it is www.vinmoldova.org).
