Automated Information System “State Register of Animals”

Information on animal registration is reflected in the State Register of Animals, the component part of which is information, obtained during the functioning of the System of animal movement identification and control. This system can be regarded as a set of elements and procedures, which provide animal identification, evidence of their keeping place and control of animal movement.

State Register of Animals is a systematic set of data on identified animals, their health status, events, including their movement, owners of animals and farms, as well as documents and means of animal identification. This information resource is formed by means of operation of the Automated Information System “State Register of Animals”.

The main functions of the AIS “SRA” are implemented by means of operation of the system of animal identification and traceability.

The system is intended for creation of a mechanism for automation of animal identification and registration processes, for monitoring of their life cycle and movements both domestically and during their export and import, creation of a system of information collection and registration on animal health and veterinary-sanitary condition of farms and administrative areas.

The system of animal identification and traceability includes the following functional blocks:

  • Evidence of owners of animals and farms;
  • Evidence of animal identification means;
  • Block of animal identification and registration;
  • Animal life cycle.

Animal identification process includes numeration of animals, nickname giving, marking, attachment of tags or other identification means, including hypodermic introduction of chip with a unique identification number, introduction of information into the animals and farms registration book, introduction of information into the database and issuance of animal life passport.

The identification number of animals is formed by using the code tags, attached to the ears of animals or implanted transponder. This unique number of identification means corresponds to the identification number of animals.

For identification of cattle two identical ear tags are used and one smaller ear tag is used for sheep, goats and pigs. The material for producing identification means of animals (tags) must meet the requirements of standards in the field of ecology and veterinary medicine. The identification of horses and donkeys is produced by implantation of a transponder (an electronic identification device of double functionality: recording and storing of a unique identification code and its transmission in the case of activation by appropriate radiofrequency field).

After animal identification (identification means attachment) veterinary officer fills in the identification animal form. Information about animals from the form is included in the AIS “State Register of Animals” database. The identification form is a document of primary evidence, which serves as the basis for registration of animals in the State Register of Animals.

A passport is formed for cattle, which contains information about the animal and is printed after introduction of information about the animal in the State Register of Animals and is issued to the owner of the animal. The passport also includes information on animal life cycle.
