«ACCES-1» Information-retrieval system of access to State Information Resources

A totally unique Information-Retrieval Access System to State Information Resources “ACCES” elaborated by the Ministry of Information Technologies and Communication has lately gained a broad reputation. Being an innovative product, this system is being considered as one of the main conditions for Moldova’s integration into European digital space.

Automated Information System “ACCES” is designed for providing users with information from the integrated data banks. Program software allows to integrate data of the following registers: State Register of Population, Legal Entities, Transport Means, Drivers and other registers, as well as to retrieve informtion concerning the physical person  (including foreign citizen, who resides or temporarily stays on the territory of the Republic of Moldova) on the basis of input data, such as surname, name, patronymic, date of birth, number and series of identity document or state identification number; to retrieve information concerning the juridical person on the basis of registration number, state identification number, name of organization, juridical address, basic data on manager or founder; to retrieve information concerning the transport means on the basis of its basic data (state registration  number, type, model, color), data concerning transport aggregates (number of car body, engine, chassis, VIN-code), document number and series; to retrieve complete information concerning the object of evidence and control in electronic format as a personal file or paper- printed.

In technologic terms “ACCES” ensures prompt access to state information resources and in case of necessity – to other information. Information – Retrieval System “ACCES” can be treated as a tool, ensuring citizens with the constitutional right to access information, navigate through information arrays of state registers, to provide citizens and business with information-referral and information-consultative services, as well as to enhance the effectiveness of managerial decisions- making process.

System security is ensured by a complex of organizational, legal and technical activities type. Information and retrieval terms, provided by various users’ categories are regulated by Republic of Moldova legislation in force. All the information concerning the physical persons and any other additional information related to them is offered with the permission of these persons.

In compliance with the legislation, agreements and treaties, the system grants information services to public authorities and their representatives abroad, business and public organizations, special citizens and groups of citizens. Besides, the broad implementation of system “ACCES” already allows to introduce into practice interstate and international agreements on information collaboration and information exchange.

What tasks does the system solve?

First of all, “ACCES” allows to retrieve and navigate through data banks, belonging to the Ministry of Information Technologies and Communication, as well as to other state run public authorities of the Republic of Moldova.

“ACCES” system provides users with the possibility to offer in real-time regime not only text, but also graphic information, in one way or another representing the requested object. The access to state information resources is also assured by other technologic solutions, such as Acces-Web(data visualization from information registers by means of web-technologies) and Acces-Mobile(data visualization from information registers by means of devices like Pocket PC and GPRS technology).

It is well-known that correctly formed registers accomplish the principle of keeping "life cycle integrity" of the registration objects – starting from primary recording till the transfer into archive. Retrieval request is being entered into the system manually or using the machine reading method. The retrieval procedure can have a full or partial nature. In the process of evidence objects registration and control the system allows conducting their monitoring in compliance with filter-programs (investigation, taxes and other). The novelty and value of “ACCES” consists in the simplified method of request generation, engineered on the principle of plain, multilevel or multidimensional matrixes, therefore each cell represents one or another retrieval "key-bookmark". The system has a friendly interface, allowing even unskilled users to access it. It is reasonable flexible and multifunctional, thus proving its great functional possibilities. The number of system users is unlimited, as well as its domains of use – from the creation of new economic sectors to fighting against international terrorism. It can also be useful for demographers, ethnographers and specialists from the genealogy field. Owing to system data update, users have the possibility to follow market environment and prepare optimal solutions.

The broad use of “ACCES” system places Republic of Moldova among the countries, whose priority represents the development of high technologies. Since “ACCES” possesses great development possibilities, it represents an effective link within the national infrastructure and perfectly fits into the National Strategy on Information Society Building, as well into the interstate and international information exchange system.
